Atty. Jocelle Batapa-Sigue is the Philippines Digital Specialist for the National Models for Women’s Safety Online (NMWSO) Program. She is a multi-awarded leader, lawyer, and advocate for digital innovation and inclusive growth in the Philippines. With over 26 years of experience across government, academia, law, and ICT, she served as Undersecretary of the Department of Information and Communications Technology (2022–2025) and is currently a member of the International Telecommunication Union’s Digital Innovation Board.
Founder of the National ICT Confederation of the Philippines and the Philippine ICT Innovation Network, Jocelle has championed countryside digital transformation, job creation, and women’s empowerment. Jocelle is an Eisenhower Fellow, Aspen Fellow, and 2016 TOWNS Awardee for ICT. Recognized as the 2025 Philippine Blockchain Leader of the Year and Distinguished Woman Leader in Digital Literacy, she continues to advance responsible innovation and technology for social good through her work as a lawyer, professor, and policy advisor on digital transformation and entrepreneurship.
