Julian de Anquin is the Program Manager and Technical Lead of DG’s Aid Management Platform (AMP), responsible for overseeing all feature development and maintenance of nearly 30 new and existing AMP implementations as well as ensuring cross-browser compatibility for all of AMP’s user base. He has over 20 years of software development experience, developing tools for government and private-sector clients using the Java EE platform and Javascript frameworks. He is also an experienced trainer; having conducted training as an Oracle Consultant in Bolivia, Colombia, and El Salvador; as well as leading various AMP trainings as AMP Technical Lead. He has also conducted software upgrade, training, and assessments trips in-country to Honduras, Haiti, Burkina Faso, Egypt, Jordan, Côte d’Ivoire, Senegal, Democratic Republic of Congo, and Ethiopia.
Before starting at DG, he led a 14-person team on the deployment, implementation and development of a custom PayRoll System for the state Government of Entre Rios, Argentina. He holds a BS in Computation Systems from the Universidad Tecnológica Nacional and has experience developing systems in Java for technical backends and Javascript for frontend development.

The model of DG team members working with MoFEC to provide comprehensive support is effective – and has worked well for many years. However, while working through details for a new support contract in early 2017, the MoFEC technical and management teams expressed interest in maintaining and developing new features on the AMP on their own. One of our ultimate aims is to enable partners to assume and maintain full system ownership – so unsurprisingly, AMP team was ready and eager to work with MoF to make this possible.
